Trump issued five significant executive orders aimed at reforming federal procurement, bolstering American mineral production, reshaping education policy, promoting equality within the Foreign Service, and enhancing state and local preparedness.

On March 20, 2025, President Trump signed an order titled “Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement,” directing federal agencies to centralize purchasing of common goods and services under the General Services Administration (GSA). This move seeks to streamline procurement processes, reduce duplication, and enhance efficiency, potentially saving billions annually for taxpayers. The administration maintains that this ensures fairness and non-discrimination, though critics argue it may roll back efforts aimed at fostering diversity and inclusion. While the move is designed to emphasize qualifications over identity, some experts caution it could hinder representation within America’s diplomatic corps.

Finally, Trump addressed national preparedness and infrastructure resilience on March 18, signing “Achieving Efficiency Through State and Local Preparedness.” This executive order promotes a risk-informed approach to infrastructure and emergency preparedness, prioritizing state and local decision-making to improve response capabilities for threats such as cyberattacks, hurricanes, and wildfires. The order intends to shift preparedness responsibility closer to the communities most affected by disasters, aiming for greater efficiency and effectiveness. Supporters highlight the potential for increased local responsiveness, while skeptics note the risk of inconsistent preparedness capabilities across different states and localities due to varying resource levels.

Collectively, these executive orders mark a clear statement of President Trump’s priorities early in his new administration, emphasizing government efficiency, domestic resource independence, educational reform, merit-based public service, and enhanced community preparedness.
